I,m not interested what people's do with my pc's,here whre i live the internet cafe's are going very well.
where DO you live?
You'll need a network of PCs that you can lock down and limit permissions, etc. on.
You'll need a router and a lot of ethernet cabling, plus an ethernet hub.
You'll also need an high-speed broadband line which is legal to use for subleasing the connection.
Um... not sure about what else.. never been in an internet cafe so I don't know exactly how they work.
