Roxio's Audio Central from their EZCD DVD Creator 6.
It has the option to rip from 32kbps to 320kbps and a choice of formats as well (.mp3, .ogg, .wav, and .wma).
I tried a few until somebody recommended dBpowerAMP, and i've used it ever since.
Exact Audio Copy with the LAME encoder.

Just insert a CD, and then "right click the songs" and go convert to MP3, and you get every single bit rate too. :D

dbpoweramp is easy to set up and use, it uses LAME encoding, and its FREE!!!!! :D (so i gotta agree w/3rd gen and smooch)

i use musicmatch jukebox. it lets you encode to mp3 pro 96k. plus i paid for it, so its only right that i use it :P it works nice, and its fast.
