They can see what protocol you are using to a certain extent,but as far as seeing what you are downloading -example- mp3,avi etc, they cant see shit. Can you imagine if there was tech out there that could open up your encrypted data and see what porn you was downloading after your hard earned cash was spent on an encrypted account, Luckily we won't see that kinda stuff in our lifetime. Get yourself a program called wireshark and let it sniff your data on an unencrypted connection like your email and see what info it spits back at you, like your password and all the info in the email,then try it again in an encrypted connection, you will see the protocol but nothing relevant as far as what you are downloading.
This is not entirely the point of net neutrality. Regardless of whether they can see what you are downloading, the point is it shouldn't matter if you want to download porn or the latest binaries from your repository, you've paid for the internet connection and you have a right to expect that it arrives as soon as possible, not much later simply because you're getting them over BitTorrent or FTP.
This is the reason why ISPs are hell bent on determining what protocols packets are using. So they can further manage your data and over-subscribe their UBRs, i.e. get more money from you without concern for meeting advertised speeds.
What pisses me off about this shit is the bandwidth shaping nonsense ,They cut your speed for using what you pay for (10 meg)but when its at a fifth the speed (because of bandwidth shaping)they don't the cut the price to a fifth, that really nags at me.
