So can someone tell me the expected outcome? I am not sure what Obama's view on this issue is; but since Obama is against Bush, and Bush rejected the idea --> Obama will approve it. Am I right ???

Not nice, but DNS isn't really that important. Similar to tracker lists for emule you will get your own hosts-file which resolves just fine or you will find DNS Servers outside US that work.
