At this point, I would not be all that surprised if something like this happened.
I wouldn't mind losing Tucson, but I wouldn't want to lose the agricultural areas to the south of Tucson.

Well yeah, I like my fresh veggies and fresh fruits in the winter, and many of them come from southern Arizona. I can't hardly grow anything edible in the winter at 7000 feet above sea level, now can I?

Besides, our state government needs the extra revenue from the sale of their agricultural products.
