Is moneybookers the only way you can pay? If so that will limit your options. There is no advantage to having a seedbox run windows, from a users perspective.

What kind of disk space/location/price are you looking for?

150 giga / 1 giga connection / about 25 or 30 $

you can find out about seedboxstore.com , they have windows plan but not sure if they have moneybookers .

Pulsedmedia accept moneybookers, as do xirvik that is all the major ones i know of.
