Malware infections can sometimes block anti-malware utilities or even make the computer unbootable, Microsoft has now came up with a free "Standalone System Sweeper" utility enabling users to get rid of those nasty infections allowing them to perform offline scans to remove viruses, trojans and rootkits effectively.
Microsoft Standalone System Sweeper allows users to download latest definitions and make a bootable CD, DVD, or USB stick which when booted from loads the Windows Preinstall Environment (Windows PE) to run the scan and clean infections.

I wonder if this boot disk will allow accessing System Restore on a non-booting PC?

I could not get it to run on even a clean system. Neither usb nor CD. Everything looks fine then right at the end. Contact microsoft to report this error.

Well Microsoft also came out with Microsoft Security Essentials, a light effective AV software. I don't know how it ranks now, but I know it's been well liked by those that used it in the recent past.
