That is nowhere in the rules, though if the thread starter has something to offer it should be put in the thread title or listed in the thread if multiples.

well since he said he has very good offer then i figured the thread starter has something to offer and that he should have put it on the thread or title, thats what i meant which is kind of the same thing you are saying too
