Having someone's IP address is evidence but it isn't conclusive and irrefutable evidence. It never has been.
But you're right: the primary use to which it is put is shaking people down and that doesn't require solid evidence. Which is why you can basically ignore any copyright infringement notices you get. The RIAA wants to take you to court even less than you want to be taken. If they ever tried it they would face a real prospect of losing and that would jeopardise the revenue stream they receive from threatening to take people to court and the publicity they receive from scaring so many people.
