Why No freeeleech on TL ?

Can someone fill me on why Torrent Leech never has freeleech ?

there are some others tracker also.i heard they don't have freeleech.
i think its their decision they want freeleech or not.without freeleech tl is successful tracker.so they dont need it.

Its because they depend on the guys with poor ratio's donating.

But shouldn't a site give it back some times too ? i.e in a year ?

Freeleech means less donations, and TL is a cash cow business model.
