torntv advise

can anyone give me some advise please ????? on a couple of occasions i have been directed to a site called torntv to complete a download ( i must add though not off this site ) it was of another that had a particular film that this site didnt ???? can anyone please advise on whether or not this site is a YES or a NO with regards to safety or if its ok to proceed please your help would be appreciated in this matter
