File Auditing?

My Mom is having a problem in her office recently about who modified their files. They had a problem in one of their deliveries. Do you know if it's possible to monitor a windows files system and keep track of who, what, and when creates or modifies a file? I'm not really sure if there is a software for this.

Can't she view it in the Security Event Log?

I was told that there's a specialized software for it so we went to a consultant and was recommended that she try Powerbroker. She'll contacting the customer support later since she has some questions about their product.
