Uh, anything that can do OCR, unless there's a full transcript of the text in the images' metadata :P
Back in the day ABBYY FineReader was the least bad of the bunch (OCR isn't 100% accurate), but I don't know who the good players are nowadays.
Omnipage is decent enough.
Google on "jpg to ascii art" if you are looking for that kind of thing (aka nfo style). I use it in some of my source code now and again, not that it does anything but then seldom does my code
I missed the 'multiple' bit in your original post so your are probably not after ASCII art. I also use Omnipage too for that OCR fun. Warez versions clearly available.

Anyway, to send images (or any binary data) through a medium that only supports text, there's Base64, uuencode, yEnc, etc.

You can use Microsoft Office Document Imaging, Microsoft one note 2007 for this process.
