have never used this but 'cool edit pro' i think will do what you're looking for (i think its now called 'adobe audition')
google for dredwerkz, and it's in the 'appz' section

Try Ulead Audio Editor for starters - you get it with Ulead media studio
once you understand this move up to Cool Edit
once you understand this get a Mac and use MAX
