I have seen MKV files that is tagged 60fps and 120fps. Does anyone know how to play it at that framerate or which player can play it at that rate?

I would check your hardware support first. Finding a capable media player is a moot point if your monitor's refresh rate doesn't keep up and/or your GPU can't decode the video in real time.
