Just curious. Does anybody get an indication that files are downloading but when you go to traffic you find out that absolutely nothing is dowloading? Doesn't happen with uploads though...the reporting is accurate. Why is this happening?

Any download which is CONNECTING or SEARCHING counts as an active download.
This is why I set my max downloads (typically at 20-40) MUCH higher than my max uploads (typically only 1-7.) End result, my uploads are usually MUCH faster than my downloads.
