i once got some free software called
Speak easy
it simply reads what you write but you have a multitude of voices and frequencies
(its a complex version of %SystemRoot%\system32\narrator.exe)

why not get a microphone, record and edit with filters in cool edit ? (cool edit mighthave some add on voice gen plugin
