anybody no any software that rips .vob to mpeg??

Do you want mpeg 1 or mpeg 2? . If you want mpeg 2 all you need to do is separate the video and audio streams (tmpgenc does that) and then multiplex it.

If you want vcd compatible mpeg 1 you can use xmpeg

Go to the Doom9 website as {I}{K}{E} said. Download yourself DVD2SVCD. Get yourself a copy of TMPGENC or the Cinema Craft Encoder (CCE). Read on the website on how to use these programs (it's really easy) and convert your DVD's (vob's), AVI's or DVB's (pva's) into either VCD (mpeg1), SVCD (mpeg2) or DVD (vob).
