This should do it all and get the file to the right size for you...it will load tmpeg a few times till it gets it right - just leave it and go for a coffee or whatever.
The way to improve the quality is not to increase the 352*240 or whatever - increase the video bitrate. This is pretty much what acp does...it sets the 352*240 (or 352*288) and the fps (23.97, 25, 29.97) for you, and increases or decreases the bitrate max and min until it hits the right size.
