no because you have a seperate bandwidth for uploads and downloads :)

Yes, high uploads can affect downloads and vice versa. Generally limiting uploads to 80% of your available upload bandwidth should be fine

Oop's, forgot to mention I'm on NTL Cable 600kbs downloading AVI films
your downloads won't be affected providing you don't use all your upload bandwith
this is because you need some upload bandwidth to process your download requests
