hi, i've downloaded a game, it's an .exe game. when i open it, it goes to command prompt, then back to windows and nothing's happened, need I al special program or something

Its not an ".exe" thats what people do so KaZaa can see the file its more often a .iso , .bin Or a .rar see the links below for info.
You need to change the "." extention to what it is, I'd try opening with Winrar first.

it still doesn't work: i already had wirar and winzip and nero
i open it with winrar and winzip, but nothing change

may be you now with this info something else???
A quick search tells me you have a fake as the sizes are:
GTA - Vice City PC 2ISOs 1331 Mb
GTA - Vice City 1528 Mb
GTA - Vice City 1531 Mb
