Well, I don't know about making them, but you can try GifWorks. IrfanView is good too.

I use Adobe Photoshop Elements 2.0 (you can find it on k-lite). You choose save as gif then check the check box that says "layers as frames".

Then it will get you to a new screen where you can set the speed that the layers will flash/move.

Photoshop, or imageready(It comes with photoshop).

I use Paint Shop Pro 5 which includes Animation Shop ;)
