Couple of questions-

And it never will delete, even after reboot. I don't have Diskeeper on my system anymore. When I open up the Recycle bin, there appears to be nothing in it. Any way to get rid of it?

1. Those files are hidden files. Sometime recently under Tools>>Folder Options>>View "Hidden Files and Folders" is ticked "Show hidden folders", so that files and folders that are hidden, are viewable. If you want to make them go away, simply tick "Do not show hidden files and folders".

2. As for that popup. You should only be getting that if you are trying to delete something that is not there. Did you move a file into the recycle bin after uninstalling this program or something?

Go to C:/Program Files/ is there a folder there titled "Executive Software"?
