computer problem, windows doesn't stream media anymore

I used to be able to stream almost all videos (avi;wmv;ETC) but after a format to the same OS (2kpro) I can't stream anything, windows only saves it.
what setting can I fix.

what happens when you drag and drop a video onto an open IE window?

it ask me to save it, like I was trying to download it off the net, the URL was from my desktop.this is in IE, well myie2 BTW.

ok if you have play videos in web pages ENABLED in IE>tools>internet options>advanced>multimedia

Upgrade to windows player 10?

I didn't have that before, I have always been opposed to DRM
I'd rather not try that because I didn't have it before.
