i think it was 1982/3 (now i feel old)
and i do not know if it was a released or pirate film.
i think the guy had short dark hair but i do not recall his face.

I have a feeling the film was called The Exterminator, but this isn't the 1980 one. This was definitely made in the mid-1980s and was very much in the mould of RoboCop.

All of which who have great popwers.
