no, I don't think it's that . I tryied using a proxy and it worked , it loaded , with my normal romanian ip I get the 403 error . And i never had an account there so ...Romania's banned I guess .

Romania is indeed banned from DH. If you google "digitalhive romania" you'll find the full announcement.
