I think it's to do with the number of approvals/disprovals you give out personally, too.

But I've used the same accounts to disapprove of Capt Azad, approve of myself and have also approved/disapproved of some others.

Or it could be those that had it used on them straight away before the system was "fixed" by rookie are stuck on whatever level they were on before the "fix".
