They are definitely not going for it.
The reason that the run rate is high is due to the bowling tactics and field settings, it's encouraging Australia to hit out and, hopefully, make errors.
The attacking field setting leaves gaps for the batsmen to exploit. The batsmen are doing okay at the minute, but Vaughan is reading the situation particularly well.
