Actually it isn't true, because not all people that participate in the ParaOlympics are mentally challenged. And far from it.
Many have physical limits, like a missing arm or a very short leg or are stuck in a wheelchair. Not full mobility etc. etc.
I know someone that used to compete there and now is a coach for another competitor there. Both of them are completely fine mentally.
