I remember there was a tutorial on a site, but I can't find a link to it.

I managed to make one myself using PhotoFiltre and Microsoft's GIF Animator :)

I've heard about PhotoFiltre, but never attempted to use it.

Is it any good?

The older versions are good, but I think it turned into some bloated suite now. I use v6.2.7 and it suffices for my little non-expert photographic work. :)
