That's too much for FSC. We can't compare the rarity of FSC and the lvl10s. It is good in lvl9, probably the maximum for it is 9+.

fsc is good at level 9+. ukt and ftwr are more rare than fsc.
fsc can't be lvl 10
they have invite system and uk-t and ftwr don't have
