Elect a Government which will sign the Kyoto agreement. Or lobby for the one you have to do so.
To not sign it and to complain about changing weather patterns, higher sea level etc is hypocritical indeed.

No, not you personally, your country as a whole.
It would appear that, whilst most of the rest of the World seems to agree that failure to sign the agreement and follow it is contributing to the changes in weather patterns, sea levels etc. Your own country claims it does not.
I think that your countries leaders do in fact believe this, however they are choosing to put business interests before climactic considerations.
