The action is so fast paced that it matters none. Multiplayer deathmatches don't need it but it does work in FPS adventure games.
Epic has licensed Face FX from OC3 Entertainment for Unreal Engine 3. They could have saved their money and went in another direction although they were already using it before. I guess it came down to whether they had time to develop their own facial animation.
