check if things go better when playing with your harddrive(s) jumpers (master/slave) and connections .Also try disable harddrive detection in the BIOS and manually set it. Maybe that will solve the problem .

thanks. i looked at that link. but i didnt wanna mess with the cables. so i just unplugged the floppy drive and now it boots up in about 40 seconds.

upgrade to 1 GB RAM and a 130+ GB hard drive..even a faster processor could be a good idea

Disable the onboard floppy controller in BIOS and you'll be set.

More RAM will do the job. an extra 512 MB won't cost you an arm and a leg, but you will notice a difference in bootup tome, and in general performance overall :)
