perhaps they only allow a set number of upload slots, and they were all filled. this would prevent u from connecting to them also. seems the most obvious reason why u cant connect to some seeds. u'll almost never connect to all seeds unless they're all on big connections with alot of upload slots set.

That's the one that seems to make most sense to me.
As the connections to the seeds are probably taken by other peers any other peers trying to connect won't be allowed to.

Don't think port ranges would have anything to do with it.
The ports clients use are pretty much arbitrary. Other than peeps not using already well-known ports, they can pretty much use what they want to.
I dunno' what "stuff" is ! ;)
