It's not illegal if you park on double yellows or leave it in one place for too long, it's only illegal if you fail to pay the fine.

I've never had a parking ticket, in pretty much the same way as I have never had a mobile phone bill.

I've never had a parking ticket as well,
but I have had fines for non payment on council owned car parks.
