if i am using webproxy i can access SCC but without webproxy i am getting error massage a 403 Forbidden error

hmm... a bit too much downtime all around these days for it to be a coincidence maybe? some kinda action from somebody? ...a lot of trackers are down, unreachable etc on and off as the siteops fight to get back online.
