leeware speeds really bad?

max dl speed is 8,3MB/s
upload speed 1MB/s

sucks now getting only 600-800

think its on crack goes from 800-2.5MB within 5 secs

restarted Utorrent and am getting 1.2 now about 2-3x what i had before
