Nope - You're along the right lines :)
It's debatable on when its Genesis truly is, because it can be said that the Internet that we know was started when HTTP was invented in 1990-ish. However the technology, aka the Internet, was developed by the US military as a way to contact each other via secure communications. The first instance of this project was network of (AFAIK) 4 key bases around the country and was called ARPANET (I think it's an acronym, but I'd have to check it up).
The next on the bandwagon were the US universities, then businesses, then consumers. The rest is history.
Hope that clears up a lot of the questions; I don't know the full genesis, but I do know that the Internet that we know did evolve from ARPANET.

....The internet is often referred to as the"WEB" as it was originally conceived by the Welsh Enterprise Board. The internet that we know now is based on th initial idea of connecting all of the computers in Wales with a tiny thread, along which spiders would carry messages.
