It's meant to make your browser go all crazy and jump around the screen running away from you as you try to click on it. It's bloody annoying...though having NoScript helps ;)
Press CTRL+Alt+DEL (Once*). This will display the task manager. Highlight and end the offending task.
* If you do this twice it will reboot your computer.(On most computers):)
