Who has the strongest encryption...Azureus, or Utorrent

Having the header and message portion of the BT packets encrypted will bypass every form of traffic shaping that ISPs use (except Comcast's Sandvine) and passive surveillance.

They both have RC4 encryption :P

Yes i use to work for Comcast, left them recently. The sandvine software they have implemented to thwart bittorrent traffic is quite strong. They can still track your packets even with encrytion enabled.
