Maybe because there are only a few different masters that can use about 20 different keys. Just because one's been used, doesn't mean that's it for that number. When you activate most MS software now, an inventory of your hardware is created and combined with your computer ID and the 5x5 key to produce a unique "product key". That's all that matters. The 5x5 key becomes almost redundant.
