Douglas Adams, obviously.
His discussions with regard a packet of biscuits and a misunderstanding are a searing indictment on what it means to be British and in particular middle Englandish.
If you haven't read PG Wodehouse you haven't seen what can be done with words. The way he puts them together is fantastic.

zed, btw: You could give some of neil gaiman's lighter work a bash if you like Pratchett. You could start off with the one he and Pratchett co-wrote, even, Good Omens. After that, neverwhere might be well worth a read.
Good Omens is a good idea.
There's also the Pratchett non discworld stuff if you haven't read that. Mostly aimed at the kids but you might like it if you like his style.
