yes, makes difference = 1tb uploaded 1021 gb downloaded will be in a higher class than 0gb downloaded and 3gb uploaded...
additionally... with 1tb uploaded you can download another 500gb and still have the ratio around 0.5 :P
buffers don't matter when you're using a tracker with strict hit and run rules.
