When you first install it, it will only ask for a CD-KEY. Right after installation, an activation window will appear (I think you need to restart first, in that case it will appear when you open NAV after you restarted).Quote:

When you are required to activate, make sure you're not connected. Then click next a couple of times I think, and a progress bar that tries to connect to symantec will appear. After it fails to connect (no connection available), you should choose the "retry" option (or something :D) and then you'll have 3 options, the 3rd should be 'activate by phone'.
