You can give them to people you trust, if the user you invite does something wrong, your account may be disabled.
But I would be pretty amazed if they are not against public give aways - im quite sure they wouldnt allow it. But doubt a guy giving away his account, really care about tracker rules ;)
whats the use of giving it away when it will get banned immediately upon the ip change they are really strict about that
