Women do have "lips" down there and that body suit thing she's wearing probably has one of those pad things like a swim suit does, and the combination makes the tiniest of bulges.
And her legs look like that because she's wearing lacy hose (or whatever they're called).

You know, I think Ciera is a man. Just look at the way she moves. Just moves like a guy IMHO. Beyonce can dance also but Ciera... something just doesn't seem right when it comes to her.
And lady gaga seems like a man too I guess since you mention it but definitely Ciera.
