Rart I was under the impression that he didn't make an announcement due to the surprised reaction of members in the chat log posted.
He obviously didn't make it known that he was in the hole for last months payment as members were completely surprised when it got shutdown.
I am not a member of the site (or wasn't.. past tense), so I can't confirm anything.
Second time this happens, I'd say good riddance. I don't understand how tracker staff put together don't have 40$.
If it were me, I would have made up a lie. I would have told people it was because the RIAA was hounding me, or something along those lines. Definitely would not have made it known that the closure was due to me not having a few measly dollars in my pocket.
How embarrassing for the owner...
Perhaps he thinks that this way he can get a couple extra bucks from some sympathizers.

lol they are saying maintenance now, well I would blame this on incorrectness as they did say they would be changing servers again...
