No, ScP are in need of peers - people who download and share. The reason they are banning countries, is as any other tracker does - to remove the general scum of cheaters/traders/leechers.

This is pretty much TONiC's point, but I thought I'd say it as well.

The tracker was active for a few weeks when it seemed like it could supplement SCC after SCT died. Now it is clearly failing.
