If you disconected abruptly from the server last time, wait a few minutes and try again.

open your irc client and type
/server irc.p2p-network.net
then type
/msg nickserv register yourpasswordhere youremailhere
then
/join #TranceTraffic

And as stated a few posts back, your ratio is below 0.5 and it does not state that you are disabled. Good luck my friend.
